The Administration Department provides support and service to the authority to ensure effective management, common working methods, and quality assurance of the agency's operations. The Administrative Department is responsible for activities and processes within law, finance, archives, and service, divided into three units.

Currently, about 20 lawyers work in the legal unit. Here, there are legal advisors focusing on fisheries law, environmental law, procurement, and cross-agency issues, as well as unit lawyers handling infringement cases within professional fishing. The unit is part of the Administration Department, which supports the agency's operations by ensuring legality, efficiency, common working methods, and high quality.

Description

As a legal advisor focusing on cross-agency issues, you will work alongside two other colleagues to provide support in the agency's legal processes to ensure that the agency's operations are conducted according to general administrative law principles and that regulations regarding the handling of personal data and transparency and confidentiality are adhered to.

You will work with contract reviews, issues related to grant management and state aid, responses to consultations from the government and other authorities, as well as the agency's working order. You may also work cross-agency on legal issues related to digitization and information management, such as questions regarding the use of cloud services, information exchange between authorities, information classification, and reuse of information. Issues related to the agency's whistleblower function and legal list may also arise.

You will help drive the development of the unit's and the agency's working methods and practices. You may represent the agency in legal networks within the agency's areas of responsibility and conduct training within your areas of responsibility. Additionally, you will work with the tasks that legal advisors typically handle within the agency.

Responsibilities

Together with your colleagues in the legal unit, you will provide support to the agency's units and employees in both projects and ongoing operations, including:

  • General administrative law issues, including questions about archiving and record-keeping, etc.
  • Transparency and confidentiality and disclosure issues
  • Processing of personal data and data protection
  • Questions regarding state aid and grant management
  • Questions regarding information management and digitization

There may also be questions related to intellectual property law, contract law, and information security. The legal development in your main areas of responsibility is rapid both nationally and at the EU level, and you will keep yourself updated on the current legal situation.

Travel may be required as part of the job.

Qualifications and Personal Attributes

Applicants for this position should have a law degree and very good general legal knowledge, specifically with broad and/or deep professional experience in relevant areas of law. It is particularly advantageous if you have work experience in administrative law, state aid, IT, digitization, and data protection.

We require at least 5 years of experience in qualified legal work within public administration, i.e., within state or municipal operations as well as the judicial system.

As a person, you are secure and stable and have self-awareness. You demonstrate good judgment and integrity and have the courage to act according to your own convictions. In the role of legal advisor, you collaborate closely with investigators and managers with many different competencies. You need to be a team player with excellent collaboration skills and communicate clearly and pedagogically. The issues can be both complex and time-sensitive, which requires flexibility and the ability to quickly identify legal problems. To succeed in the role, you must be structured and possess problem-solving skills. You also need to be independent in your professional practice.

Conditions

The position is a permanent employment as a legal advisor. The Swedish Agency for Marine and Water Management applies a six-month probationary period and individual salary setting. The salary range for the position is between SEK 53,000 and SEK 63,000/month and is based on skills in relation to the relevant competencies for the position.

The starting point is that the work is performed in our modern premises in Gullbergsvass, Gothenburg, but there is an opportunity for remote work up to two days a week by agreement. Start date as soon as possible by agreement.
